- Suomessa ylintä hallitusvaltaa varten vuonna 1809 perustettiin hallituskonselji, vuoden 1816 manifestin jälkeen Keisarillinen Suomen senaatti, joka käytti valtaa hallitsijan nimissä. Hallituskonselji jakautui talous- ja oikeusosastoon. Suomen itsenäistyttyä oikeusosaston tilalle tuli korkein oikeus.
